RA 9003 declares the policy of the state in adopting a systematic, comprehensive and ecological solid waste management program that ensures the protection of public health and the environment and the proper segregation, collection, transport, storage, treatment and disposal of solid waste and adoption of best environmental practices

PENALTY FOR VIOLATION OF RA 9003
Republic Act No. 9003 or the Solid Waste Management Act prohibits “littering, throwing, dumping of waste matters in public places, such as roads, sidewalks, canals, esteros or parks, and establishment, or causing or permitting the same,” with penalties ranging from fines of P200 to P300 or community service for 1-15 days.
